FOP Lodge 92 Condemns the Commonwealth of Pennsylvania's Denial of Grievance on PPE Distribution for Philadelphia Parole Agents

Blue Bell, PA – The Fraternal Order of Police (FOP) Lodge #92 is deeply dismayed by the Commonwealth's recent decision to deny a grievance concerning the distribution of latex gloves to Parole Agents in the Philadelphia District. The union had filed the grievance, citing violations of Article 39 (Safety and Health) of the collective bargaining agreement, which mandates the employer to protect its employees from injury while at work.

The Union asserts that the current restrictions on the availability of boxes of latex gloves significantly undermine the safety protocols necessary for Parole Agents to perform their duties safely. Despite Management's claim that there was no formal policy change, the reality faced by our members indicates otherwise. Parole Agents have reported substantial difficulties in accessing an adequate supply of latex gloves, which are essential personal protective equipment (PPE).

"The ability to obtain boxes of latex gloves is not a matter of convenience but a critical safety measure," said Thomas Wines, Executive Director of FOP Lodge #92. "The current practice of requiring Agents to make multiple requests for gloves places an undue burden on them and exposes them to unnecessary risks."

The Commonwealth's Bureau of Labor Relations' decision also failed to address the Union's request for consultation on future workplace policies and safety protocols. "While we recognize Management's right to implement policy changes, it is imperative that such changes do not compromise the safety and well-being of our members," Wines continued. "The Union’s call for collaborative discussions on safety protocols is both reasonable and necessary."

The Union has provided compelling anecdotal evidence from its members to substantiate the claims of restricted access to PPE, demonstrating a clear violation of the collective bargaining agreement. The Union is prepared to present further documentation and testimony if needed.

FOP Lodge #92 is calling for an immediate reconsideration of the grievance, urging Management to restore the distribution of full boxes of latex gloves and to engage in meaningful dialogue with the Union regarding future safety policies. The Union remains committed to ensuring the protection and fair treatment of all its members and will pursue further action if these critical safety concerns are not addressed.
